Well I wouldn't say that bro. I mean the Yonbi was able to tap into his Bijuu element and use to do make the Lava element.

| She can but she never had to tap into another being to get it like the Yonbi. His task was far more complicated. He would have to be in a really good relationship with his Bijuu for starters. And his Bijuu would have to be very open to him to tap into his inner chakra network and use his element along with the hosts element.

| Fair enough their abilities can manifest. Like with Gaara and his sand shield, Naruto's accelerated healing etc.
But their out of this world abilities e.g. being reborn even if their host is killed.

They are from different villages, so I doubt they are related.
The Mizukage is from the mist village and Roshi is from the rock village. Roshi may be related to Kurotsuchi, granddaughter of the Tsuchikage, she can use lava release as well. His daughter perhaps? who knows!

| Gaara's father wasn't so keen on Gaara.
So feelings may not be the best indication of family when it comes to Jinchuriki. There are only three known Lava release users: Mizukage, Roshi and Kurotsuchi.
If we discount the Mizukage as she's from a different village. Then it's possible for Kurotsuchi and Roshi to be related.
Maybe Roshi taught Kurotsuchi lava release?

"He" is a very non descript it could mean his son or it could just mean the host.
